Video Editor - Merging Podcast Audio and Video content - 80 Minute Video

I have a podcast, audio and video. Two separate files that need to be merged together. The audio needs to be lined up with the video. Perfectly.
Video editor will have to obtain video and audio file. Align the files, and then flip the camera back and forth when relevant to the speaker.
(Subtitles optional)
Editor will also need to create 6-8 snippets (60 seconds or less) with subtitle captions.
I will provide the timestamps for each snippet once I look over the finished aligned video.

The total video is between 1 hour to 1 hour and 15 minutes long.
If editor is successful and I like the finished product, there will be more videos with the same specs, needing the exact same requirements.
