Greetings! Since for opening CSV file, Excel would be used, I propose developing a solution using Excel VBA / Macros. At the click of a button in Excel, the CSV file would be picked up from Input Folder, processed as per requirements, an Output CSV file generated and saved in the Output Folder. Please share a sample input file and calculation details - I would come up with a macro as required. Being a full time freelancer working exclusively on Excel based projects, I work on such Excel based tasks every single day. I have 20 years experience in using Excel as part of my daily work life.
