Create an System Marketing Animation

I need an animated explainer video with voice over. These are the requirements:
- for startup so will be limited budget project
- 2 to 3 minutes in length
- Voice over in clear English
- Background music
- Explain a new system comparing old method to new
- Will have a number of characters each saying why the old is not good
- Then the same characters will look at the new system and say how they like it
- Suggest about 5 characters will be used e.g a workman, a secretary, a manager, a builder, a nurse
- Basic script will be provided but will welcome advice to improve it
- The characters should look like different nationalities to show international use of system
- Will need confidentiality agreement
I now have the script complete as well as the voice over.
The voice runs for two minutes.
There are 5 characters :
Harry the company owner, Joe the factory worker, Mary the secretary, Mike the factory manager, Johanna the pay clerk.
Can you make the international look by doing characters as follows:
Harry, Joe European
Mary Chinese
Johanna, Mike African
They need to express happiness, anger, disappointment.
They will need to be shown using a facial scanning device. I will post a photo showing this device.
This is needed soon so I hope you can complete in less than 10 days.
Please consider reduced bids as the voice work is no longer part of the project.
Note that the budget was set as up to $250 so don't waste your bids if higher.
