If you order the Raspberry Pi 1 A+ and Sleepy Pi 2, the instruction on the web will be enough to setup and make it run and not too difficult to set it up. The remaining items which are covered in my proposal are:
- Program the ATMega328p to schedule on and off. Assume you put that in the Arduino code as a simple array such as: turn on at t1, off at t2, on at t3, off at t4 where t1 to t4 are # of seconds in a day (0 to 24*60*60).

You will need to order a solar panel (about 15-20W), 12V lead acid deep cycle battery or 12V lithium battery and of course a charging controller as well.
