design a gokart timing system

I'm finding for freelancer to help me build a gokart timing system. I have a long distance UHF RFID reader with demo software and SDK. I want to develop this system so I can put into my karting timing software. We will apply RFID tag on go kart. Example, when the go kart pass through the reader, the software will keep on recording the time of tag, so when the tag get scanned, if the start time is 1.00.00 pm and the second scan time is 1.03.46pm so minus them and this lap is 03 mins and 46 seconds. The flow of the system will need to record down the customers’ details such as the registered driver name, email and auto assign them on the selected karts, and drivers have to get on the allocated karts, thus this able to display all of the name, results, (data) of the drivers. When start the race we want to get their result, driver name best lap, total lap and average lap and the result can be print out on the spot as well as email it to them.
