Fix my Facebook Account so it is connected to Instagram

I have recently taken over a business and I'm having a problem connecting my Facebook account to my Instagram account. It wont let me add the page on the Ads manager settings. I can't see any notifications to allow me to accept the request to add the page even though I'm an admin.

I have Authorised the Facebook account with my ID but I can't Authorise step 2 and 3 due to the page not being added to the facebook business settings in the ad account
