Create a Sharepoint Online Task Tracking System

I currently have a Sharepoint Online website and am looking for someone to create a system for me within the SPO site in the following way.
I want to create a valeting system that works as a day tracker and allows any users (as long as they are within a permission group) to upload vehicle details and requirements to a list and the valeter can come in, in the morning and look through the list and look at what needs doing more urgently than other things and once the valeter has found a car that he wants to start cleaning then he will clock onto it and mark it as started, then it will open up a form and the valeter has to tick the boxes and once he marks the form as complete then it will email the form and save the form to a certain email address and clock him off the job, the system will then make a note of the start and finish time and calculate how long it took to complete the job.
