Develop script python/vb to xls and cfg file

Firewall has huge number of rules which mostly are repetition, The task is to develope a script to extract data from raw firewall config policy configuration into excel sheet to sort and merge similar rules which has same values. Later convert excel data back to Firewall policy configuration format for implementation. Please read the attached document and provide complete solution cost and time.
