Website Design & Development - Advertising Reasons - magento

Hi Guys, I want changes to my service page design & Blog page design and development. I want the Blog page admin panel in Mazento. If possible entire website in mazento with strong admin panel. The blog page will hold the advertisement of any product which my client will require. The blog page should contain the hyperlink which will divert to their website and allow the customer to purchase the product. The admin panel will take the hyperlink code, image and text description of any product which client needs services. I don't have budget and i want to know someone can do this to me in budget in 1000 Rs. I want immediate but no quality concern. Both design, HTML and development will be done by same team I want a rich look for my website. The graphic person need to be strong. This is for all those people who wants to get a good review. But both design and development will have to be handle by one person
