Twilio and PHP

Hi there! My name is Dheeraj and I am an experienced PHP, Codeigniter, Wordpress, AngularJs, Node.js, Mobile Applications using Ionic AWS Mobile responsive websites. I have more than 7 years of experience in website applications. I understand that you want a PHP code that works with Twilio where you provide an XML list with phone numbers. It should make calls to those numbers and play an audio. If the person responds "yes," it should play a second audio. If the person responds "no," it should play a third audio. If there is no response, it should play a fourth audio. For each option the person responds with audio it should also trigger an external webhook link. My budget is $18.
