Software Developer Consulting - Feedback regarding my code base, framework, scaling, what is good, bad or needs work, etc

I need an experienced and skilled Software Developer to evaluate my code base and framework, as well as all other relevant components of how my PHP code is set up and give me feedback report on if it can meet the needs of future scaling or if if should be redone. If it does need to be redone, what would be required, what cost range it may be, what amount of current code base is usable, what languages may better suit scaling in the next several years, etc. I need more work done on website and before I continue to build, I want to make sure the foundation will not crumble soon or is just generally bad. Would like to know how I can remedy and what it will take.
