php API and php script or bash script

Dears, i have table called (subscription) and it have fields (number,status), i need on daily basis on specific time to insert the records stored in the subscription table into another table called (queue) but only the number with status=1, and there is a field called (msg_body) in the queue table, this message body is fixed (static) but we need to add the user id to the msg_body field, as below example original msg_body:[login to view URL] we need to add to it for every user to be like below http://example.com&uid=xxx this uid is unique and its the id field from subscription table. you need to create DB with these two tables and start making the script and show it to me that it work, the above is the first part, the second part is below i need an PHP API to check the userid (in subscription table) , and to do only one condition, if the status=1 for this uid then return 200 else return 403 or any other error code.
