Hi, you can hold the money on paypal as escrow means you can authorize any payment on paypal and when work done it release to you but money goes to your paypal account and freelancer is submit manually withdraw request when money on send on his account . and 2nd option is send money on different-2 account but money is not put hold means escrow on paypal account . please send me your existing site url so we discuss more about this paypal getway. waiting for your response.
