I need someone who knows how to make my site sing for Google.

I recently had a new site created, and Google Analytics installed, but then noticed I was hardly getting any traffic. My domain has been around since 2002, and I was shocked at how little traffic I was getting all of a sudden. I used to get MUCH more.
Just yesterday, while looking at Google Analytics, I learned about Search Console and a whole bunch of other things I had no idea about. My regular web guy isn't up on Google, so I need someone who is. I'd like to be able to set you up as an Admin on my account so you can get in there and help me out.
Specifically, these are the things I was asking my current web guy about, but I'm sure there's much more I could be doing:
1. Upload my site map into the "domain root folder of the site." I did get an XML file from an online service, but I'm not sure if it's the best one to use since it was the free version. Also, the instructions to upload to the root folder came from the free service, not Google.
These next three are straight from Google's email to me:
2. "Make sure that your web server correctly supports the If-Modified-Since HTTP header. This feature directs your web server to tell Google if your content has changed since we last crawled your site. Supporting this feature saves you bandwidth and overhead."
3. "Use the [login to view URL] file on your web server to manage your crawling budget by preventing crawling of infinite spaces such as search result pages. Keep your [login to view URL] file up to date. Learn how to manage crawling with the [login to view URL] file. Test the coverage and syntax of your [login to view URL] file using the [login to view URL] testing tool."
4. "Allow search bots to crawl your site without session IDs or URL parameters that track their path through the site. These techniques are useful for tracking individual user behavior, but the access pattern of bots is entirely different. Using these techniques may result in incomplete indexing of your site, as bots may not be able to eliminate URLs that look different but actually point to the same page."
So please let me know if you can implement these things, and any other actions you recommend to help me get some traction on Google.
