Open Street Map (OSM) Data Extraction

We would like to have a mysql database of all streets in germany with zip code and city extracted from OSM e.g. with Overpass API ([url removed, login to view]). A list of all cities incl. zip is provided by us. The total database will have about 1.2 million entries.
Payment:
50% after proof of concept (1000 datarows), 50% after delivery of complete database and php script
