Need an Expert WP Development Co. or Freelancer(s) from Delhi/NCR

Hi All We are considering either of the three options below depending on our goals which are (Professional & beautiful yet simple design, speed & future customizability) 1. New Theme Developed - we don't have a very feature rich and heavy website just at the most 3-4 types of pages and 1-2 types of post views along with features such as pop-ups, contact & other basic necessary features. 2. HTML template based development - This we would love to have but the issue is future customizability would be tough and we are not looking to get a FT developer or team, maybe ad-hoc basis for maintenance but not FT. 3. A new theme - we already have a new theme we are also considering our website to be moved to. We are looking for someone expert to be able to communicate with us and tell us what should and shouldn't work for us, guide and assist in making a future proof decision. We don't have a lavish budget so we'd like to keep it decent. Preferably in DELHI/NCR and Someone who can talk on phone. Regards EMS
