Need Wi-Fi connect apps development

Step 1: user downloads and install apps
Step 2: during installation, registers his new membership with his phone number (first name, last name, email, mobile, gender, country, date of birth).
Step 3: user receives sms OTP to activate the app to unlock it (similar to whatsapp first time registration). User is given free one-hour usage token.
Step 4: when within Wi-Fi coverage (wanting to connect), user launch apps, the apps will auto scan Wi-Fi ssid and detect mbox compliant network (gateway by mbox HSG, api to be provided), and auto authenticate with HSG (submitting a valid token to HSG)
- a) Initially, the app will submit the free one hour token to authenticate with HSG
- b) After free token is fully consumed, apps will prompt user to add in new token ID (which can be purchased from helpdesk/kiosk/voucher, same as current process.)
Requirements:
- need to develop end-user apps
- need back-end server, database, and web-GUI for administrator
