Modify RTMP stream to work on mobile -- 3

We have a client-server setup which streams video from the main server to the client using Wowza Streaming Engine. It currently uses an RTMP stream and can only be viewed in a Flash browser. We would like a freelancer to create another HLS stream for mobile which must show the same video as the flash stream.
The project is only considered complete when the video is streaming without issue to a mobile device. This stream must display exactly the same as the existing flash video stream.
Further information - The client Server setup is a betting game. The game description is attached. It is important that any freelancer who is working on this project understand how the game works and has prior knowledge if client-server setups.
