Make website; mostly sql driven. Copy existing website structure/layout.

Website frontend that is driven by .sql data mostly: We are copying the structure of another website. We have the data scraped already. (Details in chat, and an SQL database sample of the info to be displayed will be provided). The website scructure contains zones for advertising, search boxes, navigation and thumbnail listings that link to full records within the database). You will see better when I show you the website. What I Need: A front-end website that uses the scraped data. This site should display the data, and update periodically (checking with the SQL database for updates). You will make the website be displayed almost exactly like the copied site. The website should update according to the SQL dbase. For example; if I delete a record in PHPMyadmin, it should also be deleted on the website on the next update time. You will make a ‘search’ function so that viewers can search the database/website for URLs/names. It would obviously query the database. You should impose limitations on the search so that malicious users cannot abuse this function. Example; 1 search per minute per IP or PHP session. Search format: First name: Last name: State: [pulldown] SEARCH/SUBMIT. There is ALSO an ‘Advanced Search’ which I need. It allows for things like date-range, partial/exact match on/off, age range, sex male or female. This website MUST use some technology so that it cannot be scraped easily. I’m no programmer, but I would guess something like ’10 records/pages viewed per IP address, reset every 24 hours, and place in a log that identifies if an IP address is attempting to crawl the site but looking at different locations. (The website data is separated into different geo locations, states in the USA. It would be uncommon for someone to be looking at every record in 34 states, for example. You can recommend an anti-scraping, third party solution for my consideration also. You must agree to support your work for 6 months in case something breaks and the site cannot interface with sql properly or if there is a SQL database location/server move.
