Integrating script with design + adding some features

Hi I will buy a PHP (fiverr- like) template that I want you to customize my PSD design like the attached files. I want to make some extra features in it. Also, I want high quality work with special, unique effects on the design (important point), fully secured (extremely important) , with unlimited users, translation to Arabic (not from google translation, from my content) and full payment integration (Master Card, and Visa). If you have additional ideas to add to the website to make it different from fiverr, it would make you a good candidate to be chosen I will provide you with PSD template.
