Help fix my SMTP email server

I am having the following issues:
1. I am able to connect to the smtp server but emails are not getting delivered.
2. Need to know if we must assign a domain to the server for it to work.
3. Please check if the server has smtp issues.
It shows this error in the dashboard, Your system's primary IP address appears to have changed from [login to view URL] to 167.99.97.142. Virtual servers using the old address may be unreachable or serve the wrong web content
We need to be using 167 and not 159
I need a quick fix at a low rate and you will be needed for future projects as well. Thanks
