Develop a PHP website

I want to develop a new website with a loans section just like reference website But with totally different layout design. (Use PHP, or you can use CodeIgniter or any other framework and for template my preference is use Smarty Template engine, in case if it's not easy for you then use any template system). NOTE: It's Non-CMS project so don't use wordpress or any other cms. This is a reference site [login to view URL] NOTE: I only need loans section not the Insurance& Credit Cards section) You can see the tabs, I just want only the loan functionality [login to view URL] (if work is done well then in future I'd go for Insurance& Cred i t Cards) The loan selection box has a few options and based on the selection, the different steps come on the next pages. I want exact functionality of loan section But with completely different representation, design / layout (for the homepage and for the steps under each option). On homepage use Tabs for Loans, currently only one tab will be used for loans, leave rest of them (hide them) so that later I can for other options. What I want: 1. Homepage (all the functionality which reference site has But with totally different layout design) You need to come up with creativity for ex: I'm giving 3 examples to make you understand a) There is "Recently Answered Questions" section at the bottom instead of that, name it FAQ and use accordion (also as I said, come up with creativity don't just make replica) . List a few faq on home page and rest link it with a static faq page having accordion etc..) b) Add subscribe box at different place (with different looks) c) As there are 3 sliders on the homepage so it's not mandatory you also have to place 3 sliders, try to come-up with similar functionality with different representation. PS. use sample data for representation... 2. FAQ page as mentioned above 3. Loans section (all the steps) FYI: just skip the SMS functionality which comes at 3rd step but add rest of the login functionality. Here are the screenshots after registration [login to view URL] 4. Admin panel for adding, updating bank entries and loan entries. Admin panel should have flat but professional looks where there is no need to have flashy implementation. Privacy page Top header: I don't need two menus, the way it is in the reference website, I just need single menu row as I only need Loan option IMP NOTE: 1. I don't want replica or even similar design of the reference website, mentioned above. I need completely new, innovative and better design for homepage and all the loan steps. 2. All the code you'll provide will be complete source code and must not be encrypted / encoded in any way. Also there shouldn't be any callback from code you will provide to any other website 3.
