css3 html jquery php toggle button

button design i want a 3 way button or switch up off down it will need to be off in the center position as default user touches the button up button movers up and php will do something user releases the button it then auto returns to off and returns to center user touches down while finger is on the button php will do somthing up if pressed it stays active until released and when released returns to off off always returns to off position down if pressed it stays active until released and when released returns to off needs to be compatible with touchscreens ipads phones ect and have a good industrial look like in photo attached its for Raspberry pi 3 project crane remote
