Centos Sys Admin Needed for simple HDD performance optimization

I need someone to help me optimize the configuration of some new internal hdd's 4 & 6tb's. Performance is really slow and I'm not sure how to optimize the correctly. I know that this is a very basic job but might include some broader OS considerations as well. This is definitely something that could turn into a longer term system admin project.
