E-Advertisment Ecommerce stor - open to bidding

have the following scenario and i would like to know if your team can create the below requirements. I'm creating a multi language(Arabic, English) e-Advertisement, E-commerce portal which has the following characteristics. 1) Home Page which will be used to to provide advertisement and promotional deals for the registered customers or consumers, also it will be aggregation for the products the customers products providing best price for the searched products. 2) Provide multi site service where registered customers can have their own portal store within the main site. 3) Customized Admin page for the registered customers where they can a) Insert, update. delete products. b) Select themes for their portal(themes should be multi language as well, (Arabic, English). c) Dashboards to see how many items has been sold, how many users viewed their store(normal wordpress / magneto dashboard reports). ** also i would like to know if there is a possibility to move items from one theme to another, if the customer changed the previous selected theme. 4) mobile application that supports the website(IOS, Android) , where users can provide consumers with rich search and send offers to the consumers according to the consumer search filter. Also i would like to know if your team would use wordpress or magneto or a mix between the 2 CMS, and is there is a capacity for the number of multi-site i can open within my main portal, and do you offer hosting solutions. so please let me know if the above requirements can be fulfilled by your team, and what is the time / cost to accomplish them, or if it can't be done by your team does your team provide coaching guidance or how to do them. appreciate your feedback.
