I write PHP scripts for this kind of data manipulation all the time. I'm based in New Zealand, and based on your description I can deliver exactly what you are after. I assume you want the PHP script to be able to run it yourself as and when you want (as opposed to a one-off data transformation)? I will create a CLI (command line interface) PHP script that you can run, provide the names of the two CSV files and it will produce the data transformation you are looking for.
