Develop A Website With Freelancer + Uber Functionality

Hello Freelancers, We are looking for a website developer OR team who have strong skills in development and programming. Ideally, what we need is a hybrid mixture between Freelancer, Fiverr and Uber. The way the site will function is that it will two login types, one for the employer and one for the employee. Employers will be people who are posting various kind of gigs. Some examples of gigs can range from various things like standing in line for the new iPhone or having someone deliver them food. Employees will be individuals who are interested in working for the employer for an arranged price. Employers and employees must be able to chat with one another after the employee has placed a bid on the employer's project(very similar to freelancer). The website must also incorporate geographical locator(beacons) that allow an employer to simply click a button and have their location uploaded to the site during the job posting. Last but not least, we will need different payment module gateways for employers to upload funds. This website should be quick work for a person or team that knows what they are doing. If the project goes well, we are also looking to have an app developed as well. Please provide us an in-depth proposal and analysis based on our needs.
