Hello Sir, I read your requirement. I know there are limitations on the prebuilt CMS open sources and Drupal is really pretty good, but not always fulfill the requirements. Now, my point is the websites we had done still now, I built custom CMS for each one, it took sometime but at the end the CMS has every control but not those unnecessary stuffs. So, my request please contact me once and let me know the scope of this job, I will be really happy to build a custom CMS for you and I put the 5000$ as you set this as minimum, it seems, the work can be done in lesser budget. hi, i see what you are talking about, let me tell you, you don't need an "open source" CMS, instead you just need a good "light-weight" Framework to build your own custom CMS on top of it. a few good php framework options to use are, code-ignitor , laravel and zend. The sites with high volume traffic which need to serve to a lot of users simultaneously, securely and efficiently, have to be planned very carefully in terms of architecture. please let me know your current site.
