I will setup CPanel on your server. I can also buy your cPanel licence if you haven't (extra cost). I am web hosting provider and I have managed cPanel server since 2013.

I can set up your website without cpanel, I need only ssh login for server. I can install for you debian 8 + web server (apache, mysql, php) + webmin + phpmyadmin. and I can upload your website (wordpress, whatever), I can setup domain (DNS) to point to your IP address. But if you want to buy cPanel license, I don't sell it, if you buy it, I can install cPanel for you on the server. if you want group of programmers to make for you something like cPanel, you will need 10 000 USD and more, because one time software is created, it is updated constantly and it means you must employ developers for infinite time, not only to make software for you. I don't apply to find programmers for you because budget for such project should be very high.
