Build a mobile only dating website.

Hello. I am posting this project with high hopes of quality responses. NOTE: I DO NOT want a responsive design I DO NOT want to waste a lot of time. I have opted for a mobile-only website instead of a full android/ios app to save costs. Decide the best technology to use in building this website Check the attached document for full details. New freelancers are welcome to bid, portfolio will help, and budget is a huge plus. The website is basically a dating. I have mock designs made, as i am hoping to build an app out of it. You should use these designs and do the programming involved. I'm not looking for perfect, i want something that WORKS as described. Lastly, i have taken a lot of time to type post this project, as well as seal it. Consider that i also have time to scrutinize your proposal. I will instantly reject very poor bids, they seem to be cliche.
