Build a fully functional Safelist Network Website

I am looking for a programmer familiar with safelists. I need someone to create a safelist network script that creates subdomain safelists with the press of a button. The safelists should allow regular or/and credit based mailer. The safelist can be similar to Safelist pro x. But, it need to be a safelist network script.

In addition, the safelist script must be a double opt in safelist.

Each safelist owner should have the ability to paste ads and messages using HTML in their control panel.

The safelist owner in the network should have the ability to offer their members the ability to mail from once a weekly, every so many days, once a day to once an hour. Members should be able to receive credits for clicking on ad links also.

Safelist owner can choose price to charge members from monthly, quarterly, every 6 months, yearly and lifetime.

The addresses of the members of all the safelists in the network should be included in one super safelist run by me where people can join and send emails to everyone in the network.

I need to manage the payments from all the safelists in the network.

Free safelists will have a turing key. Paid will not have a turing key. For the free safelist member to remove the turing key they will have to make a onetime payment. I will manage this not the safelist owners.

The project can use existing scripts for code as long they are license-free. I will be the owner of the license/copyright.
