Android Mobile Applications and Windows Server Side Application Development

I will need three Android mobile applications that will need to access GPS, Camera (for QR Code Scanning, picture and video recording), uploading of form input, and SMS functionality and Time-stamp capability. The three apps will be largely similar, with slight variations. They should have local storage & batch upload functionality in case of Internet connectivity failure. All applications will require user sign-in. The three applications will communicate with a single Administrative Application Server (which will be installed on a Windows Server 2008 R2 VPS running MSSQL Server). The Admin application will retrieve data uploaded by the mobile applications, and will need to be able to filter and analyse the data according to certain rules. The application will also need to generate QR codes which will be read by the mobile applications. Location information from the Apps (taken via GPS) should be possible to overlay on a Google Map, to trace the movement of a specific user. The Admin Server Application should Integrate a trouble ticketing system and also be able to generate reports which can be exported to PDF, Word & Excel formats. It should also be capable of targeted Push Alert Notification which may be both manual and automated via the Mobile Apps, SMS and email. User Management (with Grouping) and role assignment will also be required. (This will include the users who will use the Mobile Apps) The Administrative Application will need a web interface so specific users can access group-specific data through a browser. Notes: All Source code will be required. Preferred development platform for Android Apps is Android Studio. (not compulsory)
