You will be creating an application the will communicate with a remote server and move files from a local hard disk to that remote server using web services and optionally to a backup FTP site. This application will be launched via command line with a simple parameter set. This project is to be the first of several that will interact with this web server.
This remote web server is running a well documented application with a full web services API. This application pre-dates .net and so its API is different than Microsoft's.
The application you will be creating will require only a simple user interface as most of the functionality will be controlled through an XML configuration file that will supply instructions to the web server. A XML log of operations will also need to be saved.
Extensive documentation on the web server, on the application and a working demo (created using Macro Express) can be supplied.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. The application must be created in VB.net or C#.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

Thank you for your thoughful and timely responses. I have updated the bid with additional information in the zip file including the API to the web server. I have also put a spreadsheet together with answers to some questions you have asked, an overview, a simple walkthrough, some sample source code in vb6, and other information.
I have also created a demo account for viewing the application that you will be communicating with.
I have also setup an account on the server for you to see how it works for a user.
