I would like an instantiable class that gives forms the same exact magnetic" form functionality that you see in winAmp.
Check out how winamp "child forms" stick together, and are moved with the main form.
Code should be written completely in .NET; I would like a VB.NET **and** a C# translated version (or vice-versa). Code flow, structure should be EXACTLY the same in VB.NET/C# versions, except using the language specific conventions.
If API calls are necessary, that is ok.
Code should be well done (try...catch error handling, good variable naming conventions, disposing resources, etc.) and well commented.

I **DON'T** merely want a port or copy of this code to NET! Only learn from it, if necessary.
You should create original code using as much .NET native code as possible, using .NET coding standards.
Simple example of library:

- The class needs to be instantiable, in case the application has multiple parent forms; if the same child form is added to to
separated instances of the MagneticForms class, then that child should be able to "stick"to either parent form.
- Master and child forms should be able to "stick" to the any side of the desktop. (check out how any of the winamp forms stick to the edge of the screen); This should work in multi-monitor mode on secondary monitors.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
