Script Need For Webpage already Designed

I need a Script that will allow unlimited number of individuals to login and setup up a profile on their own webpage for example: [login to view URL] the next person page would be [login to view URL] and so on. Visitors to the page have to enter a pin in order to view the owner’s page. After entering the correct pin chosen by the customer/individuals, the visitor can then view the page (UploadsDoc Page; to view & print different uploads) as well as upload .PDF, Microsoft word, Word perfect, & Microsoft works Files only and the file maximum size is 150 kb. The file Uploaded must be viewable on the UploadDoc Page after they have been uploaded. The visitor of that customer/individual site can only view documents, upload and download Templates only after they have enter the personal pin that the Individuals/Customer of that webpage has assign to their page to be viewable by visitors. With out the code the visitor can not access the Individual/Customer site. The Customer/owner of the profile how ever can edit there personal info that they and the site administrator (Me) can see. The owner can delete what ever uploads they want, but can not alter or download the document but they can print it out in a professional print format. All upload has to be stamp by the site administrator (me) after verification. The verification work like this: after the Visitor upload a document an e-mail is sent to the visitor. The visitor will then have to reply by typing the last 4 digits of there social security number and birth year. When the person reply a approve stamp will be embed or place on to the document bottom, right hand comer of the document and the date it was verified. If verification is not received within 2 days a notice is sent to all 3 parties the individual who uploads the file, the owner of the page and the site administrator. The upload page will have a form and a browse button for the visitor to find the doc on their pc that they would like to upload, there will also be a download button so they can download a template, as well as an upload button and a submit button. The form will ask for First and last name, School you attend, major in school, state, country, Birth year and Phone Number. The customers have to pay a monthly fee, They can chose to pay for the year or monthly, The customer will receive e-mail on the 28 day from the time day they sign up. informing them that they have 3 days to pay there members fee or there page will be suspended till payment is received. they bill date start from thetime they sign up +27 =28 and the bill cycle countinue every 28 days. I the Admin (my e-mail) have the ability to suspend an account and reopen it so I need a script to allow me control over what in a customer page and the page it self. When a member deletes an upload, send it to a trash folder where I the admin can Re-Upload it, Print it out or download it to my Pc. When a file is delete the Customer cannot get it back, they have to contact the admin. The Customer can change the pin to there site anytime. I want to block right clicking on all pages and I don’t want the page script to be shown when some one hit there edit button in their browser so disallow that to. I need a secure page with no bugs. If your choosen for this job I will upload the page design. the site only have 9 pages and the script taht u produce will duplicate those 9 pages to reflect thecustomer that sign up.
