Similart to Web Application + Additional Modules + GUI Redesign

Hi, I need an experienced programmer who can create a complete web application similar to [login to view URL] with frontend website design, backend GUI design and system programming, and the necessary related skillsets to accomplish the entire project with additional features listed below. Only company logo and generic stock images will be provided to you by us. 5) You'll need to propose and incorporate a SMS and Call Verification service as a 2 factor authentication feature for new user sign up verification and for recovery of Lost Passwords. We will pay for any subscription costs needed for the 3rd party sms / call verification service you have proposed and we select. 6) You'll need to propose and incorporate military grade data erase/deletion features as part of the application. We will pay for any subscription costs to 3rd party military grade software to be used if necessary. 7) Application will allow users to take or upload videos files, audio files, or any other data files they choose onto our system and be instantly reflected under their personal account within our system. 7a) You'll need to incorporate or design an eCommerce system where our users can choose from different subscription plans and make payment using a payment gateway. 8) All text, pictures, logos need to be able to edited under the front-end Content Management System. 9) All user subscription plans, user access, allocated online storage space etc must be able to be managed under your backend console. 10) System must allow us to communicate to our users via email and sms. Freelancer to look at various free email services and see which one has free API you are comfortable working with which can be integrated into our system to provide email + newsletter creation + sending function to our user base. 12) Site visitor reporting from Google Analytics to be integrated. 13) Site usage statistics and reporting to be created and accessible from backend. 14) Freelancer to provide on page SEO features. 15) Create function for users to compose short notes and emails from inside their accounts 16) Create function for user to define Delayed Sending of emails in the future with attached links to videos, audios or any other data in their accounts to other users. 17) Create a data and media management system (much like youtube) for users to manage their accounts, uploaded videos, audios and notes. 18) Additional module will need to be created which will be discussed with selected programmer. Milestone : 10% - upon completion and handover of complete PSD design files for entire site 40% - upon completion of entire site (final draft) uploaded to freelancer's demo server for my approval 30% - upon upload of entire site to my Godaddy webhosting server, user acceptance testing, debugging, and ensuring all functions work on my webhosting server. 20% - upon handover of technical writeup of the entire project for government funding purpose and completion of entire project. Schedule : Entire project is turnkey by freelancer and needs to be completed within 30 days from award.
