100216 sms marketing website

Hi...I am currently trying to build an sms marketing website..i will simply make deals with a client who will buy sms credits then setup his account and add credits to it...The client will log onto the website with a username and password and start using his credit to send bulk sms...he can do so either by entering mobile phone numbers separated by commas then enter his message and press send or by uploading a file containg the mobile numbers...an additional feature i might ask for is to provide my clients with the option to choose from a hidden database of mobile numbers that i can update regularly..for example he can enter into a page on his account and search for all mobile numbers in the database belonging to males only, or to a certain age group and his choice would generate the list of numbers from the database and send the message to them.. I have already chosen the program i will use for this service and it can be found here [login to view URL] .. i need someone to make the link between the desktop software and the website plus the administrator panel in which i can add or deduct credits and make new accounts... I have no perferable language but i would prefer someone who has done a similar project before and has work to show me..thank you
