67566 quiz creation script

this is a quiz creation script which allows people to create their own quizzes. see attachment for all details, i have a specific design scheme layed out for this script (if you can't code everything listed in the attached zip file, don't bid). while i prefer php, if a coder has a compelling reason why perl would be better for this project, i am open to that possibility.
