Android App to track mobile employees and scan QRcodes

Howdy Freelancers, We are a car transportation company. What we do is our employees drive cars from point A to point B. Why would anybody do that? Think of the rental cars that get dropped at random stations by the people who rent cars.. We are the ones who take these cars back to the main garage. We are looking for an App developer to create a custom App with/for us. Here is a daily usage example of that App: Its 7:30, the driver goes to our office to start his work day. 7:45, the driver launches his App and enters our company transporter.. He scans the QR-code that is located in the company bus. The App then starts to count a "BUS-TIME". 8:20, the bus has arrived at the first destination. The driver scans the QR-code again to end the "BUS-TIME". 8:30, the driver gets the keys for his first car. He enters the car and scans a barcode/enters an id/scans his generated QR-code of daily jobs. The counter starts again as a "JOB XXXX TIME". He arives at the drop off station and re-scans the code/QR/whatever to stop the counter. He re-enters the company bus and scans the QR-code again to go to his second job. Same procedure as above. Now he has done 4 drives and he wants to take a break. He presses the "Break" button on the app and the counter stops. His break is over and we go on like before. At the end of the day we have this Data collected: 1) Hours worked (from signing on to the App untill signing off - or from first action till last action) 2) Hours spent driving and for which job. (Important: A driver cannot drive for more than a certain amount of hours) 3) Hours spent in Break, Bus, Waiting between jobs etc. We already have a PHP/SQL website in which the Jobs are inserted and managed from. Thats why we require PHP and MySQL knowledge. The App needs to be login-based and hosted on our server. The collected data should be uploaded to the server or stored for a later upload if no connection is available. We also need to collect and store GPS data to be able to locate our drivers anytime.
