Hi, 20+ years of Linux/MySQL experience here. 1 & 2 - Your permission requirements will require a remount of the filesystem if filesystem ACL's are not already enabled. Using standard Linux permissions it is not possible to grant a user access to a subdirectory without at least read and execute permission on the parent directory. 3 & 4 - Easy enough. 5 - It is not possible to restrict a user from running mysqldump against any table for which the user has SELECT privileges. Permissions can be set on the mysqldump executable to allow only certain users to run it, but this does not stop the user from uploading his own mysqldump or running it from another server.
