Window app development

I am looking for a developer to make a windows application a fairly small one. But it has to work very easily. I want all source code when done and I will own it once complete. I will not ask that you never make it again but I want to own what I am paying for. The app will have a simple 1 screen. 2 drop boxes side by side. When the user drops down the left box... any playing audio source i.e. youtube video playing or a game or any sound that the user can hear can be selected as a source. The second drop down would be any other source to mix it with ... again another video playing or the users microphone or game sound whatever they pick Lastly there would be a sliders ... the first box slider for volume... the second box gets a slider for volume control and lastly one between the 2 sources as like a mix slider ... left right slider... more left get more of the left box... more right get the right box.... mixing them as desired. Is this an app you believe you can make and that it would be done well? If so I would like to talk further on what you believe the estimated cost of this would be.
