iPhone background app using Bluetooth

Hello all I am looking for a talented iOS iPhone developer/.NET developer who has experience with creating apps that allow a PC to interact with the iPhone when connected to bluetooth 4.0 LE.

I would like to have a app that sits in the background and detects when I have a call or text. If its a call then I would like it to send a JSON message containing the phone number and the Base64 image of the person calling to the PC and have the ability to answer it or decline it (hang up). It will be using the Bluetooth 4.0 LE hands-free profile so that I can hear the person through my speakers and also be able to talk back to the person via a USB microphone that I will have connected.

Likewise, it should send a JSON message if I get a text message via Facebook Messenger containing the message itself and the users Base64 image like the phone call situation does above.

The JSON messages with need to be sent via the bluetooth connection and read using C# (or some type of communication that works in .net 4.5+ framework) on the PC side.

So to break down the flow:

The iPhone call example will be from Bob Barker (555)123-4567:

STEPS for phone call answer/deny:

-> iPhone rings

-> send JSON message about caller to PC:

-> Be able to choose Accept or Deny

If call is accepted then start the hands-free audio/microphone.

If call is denied then end the call.

-> iPhone gets a Facebook messenger text

-> send JSON message about Facebook message to PC:

If I want to reply back then I can use speech to text to do so and it will send that text to the iPhone Facebook Messenger for that user.
