Imaging OpenCV Software on Mobile to track a person | Computer Vision

Requirements: 1) An iPhone app that can take a live feed from a camera on another iPhone over WIFI and track people within the images in realtime. 2) The app should draw a coloured rectangle around each person and assign them an ID. 3) If a person leaves the view and comes back in, it should identify that person with the same colour box and ID. 4) The video should be saved on the receiving iPhone with the box overlay. 5) The processing must be done on the receiving iPhone (not the recording iPhone). 6) This is a prototype only at this stage so the UX design and UX experience is not important however I must be able to relatively easily test this with two iPhones. 7) The camera can be put at any reasonable height in the room (1m,1.5m or 2.5m pointing down) 8) There should not be any calibration required before starting to record 9) The app should be made so it can be ported to Android relatively easily. 10) I have said openCV but I do not mind what language this is made in. However, it should have necessary IP rights to be able to be used commercially without us having to publish our code and without any fees. 11) All IP developed will be owned by myself/company Phase 1 A room no bigger than 10 meters Camera can be moved by the user periodically (not continuously) Phase 2 One camera outside up to 40 meters away If it helps in this scenario, the camera can not be moved Please bid on Phase 1 only at this stage.
