Develop Small App to Provide Daily Tips

We want a small app created that we will continue to grow over the next couple of years but to start with we only have a small budget so we want to get a very small app made to start with to generate in income and build the rest of the app in 6 months. This is what we need: The first small part of the app we want to develop is a parenting app that will provide parenting daily tips to parents by Experts. Users (Parents) sign up on their phone and choose a range of preferences when they sign up. Push notifications go out to them each day with a small tip linked to information. We need to be able to create an admin area to upload the tips and information that is distributed to the users each day. We need an extra admin area where we can log in and see the tips and review or delete any that are not acceptable. We don’t just want a one-off app developer, we are looking for a long term relationship with someone who can help us continue to develop the app, do the marketing, keep the application updated etc. We would also like someone who is able to get users using the app once we launch it. If we go ahead I will send a detailed document outlining this part of the app for development and outlining every detail of what needs to be created.
