Build me a simple desktop and mobile app

I would like to get a quote /timeframe for developing a fairly simple desktop app and mobile app for both ios/android.
Here is an outline of the app;
The app is essentially to display images at random from a selection of jpeg images that I have.
1. The user first needs to be able to select either '1,2 ,3 or 4images' to be displayed on screen and select the level of challenge/difficulty relating to the images. They then press a button/swipe to display the image/s....they can then press the button again to view another random image if they want to see another/different image if they wish.
The ‘Picture’ that I need to be generated is actually a composite of 6 different images (note these are either letters/text, numbers or shapes) taken from their specific lists (I will need to be able to add to the options/available images in each section) : See attached document for more information
2. They also need to be able to print/export the images produced. See additional information document
Essentially that is the sole functioning/purpose of the app.
3. I will need a login for users to create an account so that they can receive messages/alerts/notifications and keep track of the images they have produced
4. I also need a menu option with sections for instructions, some information/guidelines.
5. There also needs to be a ‘button/function’ to enable a random image to be produced without the need for following all the steps in point 1.
6. I might need a couple of other simple features however I want to keep the app as simple as possible as it is essentially just a tool to view random composite images from the image library.
7. I will need the facility to add more content/images to the image libraries for the app as these are developed
Ideally i would like a quote for the complete project and someone who is based in Malaysia is ideal as that is where I am located. English speaking is essential as I am originally from the UK.
