Dating leads for serious French-Canadian/France site - UP TO $2 per LEAD

I want to increase membership using leads on my French/Serious Only dating site (Canada (Quebec), France). Those seeking occasional or intimate relations are politely referred to those kinds of sites. It's a SERIOUS ONLY dating site and it's those singles that I want/need as members. I will pay UP TO $2 per VALID LEAD. I do welcome freelancers with lead experience with no review or new here. LEADS TERMS AND CONDITIONS FOR ALL SINGLES: - Must be REAL serious singles - NO FAKES, NO BOTS, NO SPAM! - Must be French-Canadian (They are mostly in the Province of Quebec, Canada) or from France ONLY! - Must be Over 18 years old - ONLY quality sign-ups - ONLY unique and confirmed E-mail Addresses and IP addresses - NO Blackhat techniques, using proxies, PTS (pay to subscribe) or any other funny game (got burned before and deleted profiles, fired freelancer) - NO spammers or distasteful, illegal or plain sick profile pictures - You will be paid only for those REAL singles that remain active after 30 days. I know my site stats (% man/woman, % with pictures ...) so NO GAMING or you will: not get paid, be deactivated from tracking and get a bad review from me !!! Keep in mind that...I will NOT give you access as an administrator to my site but you will be given a tracking number to evaluate your performance (got a tracking backend for you). Initial milestone: It's also a first test to see if you can read a project. Like I mentioned, I got burned before so don't even asked for an initial milestone or you will not be even considered. Because I don't want to waste my time deleting invalid/fraudulent leads, you must send me at least 10 valid leads in the first 15 days. If I had to reject 2 of the first 10 leads(20% rejection rate), I will pay you the valid leads after 30 days but deactivate your tracking after the 15 days. So, select only whitehat methods as lead generation! If you pass the 10 valid lead test(8+ valid lead), I will work with you to better target the leads you send me for the 45 remaining days of this 60 days project. Payments: I will create/pay a milestone every time you delivered at least 25 VALID leads that are still active after 30 days. This will depend on how fast you can deliver valid leads. This also mean I will pay those that never had the 25 valid leads threshold during the project 30 days after the last day. I will pick more than 1 freelancers. Another project test that you do read, PM me: - Your cost per VALID lead (maximum $2.00) (Note: Lower bids ($1 or less) will have access to 2 personal coupon code (25% and 33% off) to reduce your lead acquisition costs. The 2 coupons should help entice people to register out of curiosity and a good deal for them too) - Quantity of leads you can or expect to deliver in 60 days - What methods (FB/social media, Youtube, Forum, banners, PPC, PPV, email...) you expect to use. (Note: A funny but tasteful youtube French video could go viral. I got banners for those who may want to contact French speaking bloggers.) Those are factors that I will use to select you. One Time Performance Bonus: - If you can deliver 100-499 valid leads in the first 30 days, I will add a one time bonus of 10%. - If you can deliver 500-999 valid leads in the first 30 days, I will add a one time bonus of 15%. - If you can deliver 1000-1499 valid leads in the first 30 days, I will add a one time bonus of 20%. - If you can deliver 1500+ valid leads in the first 30 days, I will add a one time bonus of 25%.
