AES De- crypt random chunk

I can ready Aes en -- crypted file of any method i.e 128 ctr or cbc. But later on I need to access the random chunks of the en -- crypted file. Please note that I don't want to de -- crypt the full file and then access the random chunk. Instead that I want you to code which will read the requested chunks and de -- crypt only that specific chunk. For example if I have 1Gb file en -- crypted and I want the 200Mb-400Mb chunk to be de -- crypted. Again you will be thinking that access the 1gb file then de -- crypt it and get the 200mb to 400mb chunk, I don't need that. I want it to be performance efficient means directly read 200mb to 400mb chunk and de -- crypt it. As for the language preference I want it on Nodejs which is java language. If you can code it on php then you can surely code it on also Nodejs
