hi, i am highly experienced full time freelancer working full time in advance project for my international customers since 2009. i went through your requirement and i suggest to use the Qt cross platform development framework. the advantages of using it includes win/mac compatibility with almost same code and free licensing. i am an expert for qt where we recently finished same kind of win/mac app which you can see in my portfolio, as gport. another advantage of qt is it has built in theme system so we can customize the ui just like we use CSS on web pages. anyway i need to check your webservice and the UI desing before give you a good price.. let me know if you interested. - mihindu paul

hi i have made this kind of app while ago. even though i don't have that source code with me now. it easy for me to make this . you need cross platform and standalone app . so the only option is python and c/c++ . i prefer python because python already have libraries to make this type of application .
