I want a software system with NFL stats/data going back 5 years, including player stats, team stats, point spread/totals data etc.. I also want it to have the ability to scrape new data on a daily basis, if not hourly basis, ultimately giving us a power ranking of each team and predictive score of each NFL game this coming season.

Please tell how you would build it, how much time it would take and what the approx cost and what will you do to acquire the data.
