app for web+ipad+android like " iBooks Author"

An e-content publishing app, something very similar to ibook author but simpler with LESS capabilities, compatible with iphone-ipad and android devices. Platform and database should should be open source. The projects should be documented. Before sending your bids please send me your exprience in detail and some refrences and links similar to this project. It is not a one time project and the winner will be our long term technical refrence. Prices should be based on every milestone. Payment will be done through freelancer milestone payment. I live in Italy therefore the primary final language should be italian-for sure I will pass the italian phrases- and the most iumportant part: you should be very good in documenting the project and at last I need the source code of project as our property for future developers.
